Provides technical guidance for engineering reviews, RFPs, and construction oversight of water and wastewater projects.

Plays a key role in long-term utility capacity planning and modernization of internal systems and safety protocols.

Serves as a visible leader during community engagement, emergency response, and interdepartmental coordination.

Strong knowledge of North Carolina water resource statutes, municipal operations, and public infrastructure planning.

Experience managing water/wastewater/stormwater systems, including team leadership and regulatory compliance.

Proven ability to develop and execute capital improvement plans and manage engineering and construction projects.

Skilled in contract administration, technical documentation, and vendor/consultant oversight.

Exceptional communication and leadership skills with the ability to influence stakeholders and build trusted relationships across all levels.
