WHY THIS ROLE IS IMPORTANT
- Relevant experience in the electrical construction field of 10-15 years electrical construction estimating, with at least 5 in a leadership or management role.
- Unit price estimating expertise is essential in this role for DOT, aviation, federal, state and military contracts, along with lump sum, cost plus, hard bid, GMP, design-build and T&M proficiency expected.
- Demonstrated ability to build a team of sufficient members to perform essential estimating functions and preconstruction activities within a standardized departmental system.
- Demonstrated success on projects up to $20M in value.
- Proficiency in construction estimating software including HCSS Heavy Bid, Accubid, Sage Estimating, or similar, and project management software including Procore, Fieldwire, or similar, the MS Office Suite including Project, and Bluebeam that maximizes productivity and minimizes waste in all area of operations.
- Be familiar and competent with technological integration of Building Information Modeling (BIM) for quantity takeoffs (e.g., Revit, Navisworks, Bluebeam) and data-driven predictive modeling.
- Relevant training, licenses, or a degree in construction management, engineering or business management from an accredited agency or institution, are preferred though not required. Professional designations such as Certified Professional Estimator (CPE) or Certified Estimating Professional (CEP) are highly preferred.
- Ability to work in a team environment, meeting the time and promptness requirements specific to fast-paced bid and project schedules that may include evenings, weekends and holidays.
- Ability to read and understand project-specific plans, specifications, prime and sub contracts, defined scopes, then interpret and apply those to be able to best position the Company to excel in performance and profitability through responsible bid preparation and submission.
- Ability to obtain secured area access by satisfactorily passing a criminal background check, passing customer testing requirements, be issued and maintain an ID badge for these purposes
- Maintain a valid state-issued driver’s license and be authorized to work in the United States
- The Chief Estimator is a direct-report to the regional office General Manager, while the direct-report once removed is the Vice President of Operations.
THE BACKGROUND THAT FITS
- Oversee all estimating and preconstruction functions within an established budget, leading and scaling the estimating department with initial hands-on oversight and authority to grow and manage additional staff responsibly to:
- deliver accurate, competitive bids
- establish standardized departmental procedures
- maintain an estimating database and historical cost data
- develop a “bid win” ratio that aligns with responsible growth utilizing historical data analytics and CRM tools to forecast market trends
- lead the “go/no-go” decision making process for evaluation of incoming bid invitations based on overall resource availability, operational fit, and opportunity risk with the General Manager.
- Procure, read, and understand bidding documents to develop winning bid strategies that factor in financial and operational risk with developed mitigation strategies.
- Understand compliance and diversity requirements of Federal contracts, state DOTs and municipalities, implementing goal attainment strategies.
- Establish and audit departmental document control standards (hard files and electronic) for all bidding documents.
- Develop internal milestones for the bidding process relevant to customer due dates that are met with 100% accuracy for timely submission of proposals.
- Develop and maintain a standard proposal with scope clarity, wording, and inclusion/exclusion matrix to provide with pricing where permitted.
- Upon notice of award of a new project, actively participate in the budget development process with the General Manager and Project Manager, providing the full estimate data and insight to allow for reasonable profit expectations, usable productivity tracking, general and technical information specifics, for preparation within a standard corporate budget template.
- Actively participate in internal project hand-off meetings to effectively move the project from the estimating team to the project management and field installation teams. Understand and convey the estimating data including project specifics on scope, customer(s), schedule, budgets, resource allocation, and commitments.
