WHY THIS ROLE IS IMPORTANT

Leads all aspects of Human Resources including recruiting, employee relations, compensation and benefits, learning and development, and compliance.

Acts as a strategic advisor to executive leadership, influencing people strategy and long-term planning.

Plays a key role in aligning workforce programs with organizational mission, community expectations, and evolving regulations.

Ensures legal compliance and manages employee policy development, performance processes, and workforce data systems.

Oversees and implements new initiatives that support wellness, engagement, and workforce retention.
THE BACKGROUND THAT FITS
- Government experience required – Candidates must have prior experience working with or within government agencies to ensure familiarity with public sector processes, compliance requirements, and stakeholder engagement.
- Bachelor’s degree in HR, Business, Public Administration, or a related field; Master’s degree or PHR certification preferred.

7–10 years of progressive Human Resources leadership experience, ideally within a regulated or public-serving organization.

Deep knowledge of employment law, compensation structures, training frameworks, and HR systems.

Proven ability to lead cross-functional initiatives and advise senior leaders on complex HR challenges.

Strong interpersonal and communication skills, with the ability to influence culture and change across diverse stakeholder groups.
